Jointly administered by Canada’s territorial and provincial and territorial governments and Immigration, Refugees and Citizenship Canada (IRCCs), the Provincial Nominees Programs vary by province as do the application processes. Some are tied into IRCCs federal Express Entry pathways while others are administered primarily at the provincial/territorial level.
In order for foreign workers to qualify under the Provincial Nominee Programs (PNP), in many cases, they must first be nominated by an employer in the Canadian province in which they intend to work. Other options may exist for those like international students, French speakers, entrepreneurs and skilled trades. In the event that an application under one of the PNPs is approved, it will then be sent to IRCC for finalization and approval on the federal level.
